Since 2013, the overseas branch of Shandong Grete Supervision Consulting Co., Ltd. began to intervene in the supervision consulting market of road and bridge construction in Ethiopia, and registered the Ethiopian branch in 2015.


Relying on the excellent performance of the domestic head office in design, consulting, supervision and testing, and the quality policy of preciseness, integrity, justice and law, scientific norms, high quality and efficiency, continuous improvement and the pursuit of front-end, the branch has won the bid of the eastern Region of Ethiopia successively. It is an important international trade corridor connecting Djibouti port with 220 kilometers of high-grade toll road and an 82 kilometer road connecting the national important agricultural trade zone in western Ethiopia. In Ethiopia, alone or together with other enterprises, I actively participate in housing construction, urban intelligent transportation system, national highway network digitization, highway management capacity building and system planning, etc. Besides, I also participate in the preliminary work of high-grade or special highway projects in Ethiopia based on the market characteristics of overseas supervision consulting services covering the whole project. Preliminary design review and tender document preparation, major project design scheme demonstration, project evaluation, etc. At the same time, it actively cooperated with the state in the management of Shuangyu and aid construction projects, assisted relevant Chinese administrative departments in the feasibility and design of national overseas investment projects to review and demonstrate, investment budget and final settlement report evaluation, and undertook the supervision and consulting business of the renovation project of the Economic Reference Office of the Chinese Embassy in Ethiopia.


In addition to deepening and diversifying the Ethiopian market, we have explored and developed the African market around Ethiopia in a planned way. We participated in the joint bidding and implementation of the BASE Butaro-Kidaho road infrastructure project in Rwanda together with local consulting companies, and started to carry out market layout in Uganda, Kenya and Zimbabwe. The relevant national personnel allocation has been completed, the branch registration has been completed, and the tender invitation has been received to start the substantive project bidding and market operation.


At the same time, we also radiate the Southeast Asian market, actively deploy the Belt and Road strategy in corresponding countries, track the markets and projects in India, Pakistan, Nepal and other countries, investigate the projects, contact relevant institutions, do preliminary investigation and research, and actively look for project opportunities.


In the future, we will follow up the above-mentioned major national transportation infrastructure projects and actively participate in the supervision and consulting work at various stages, such as the Harare to Victoria Falls Corridor project planning in Zimbabwe, the Mombasa road project in Nairobi, Kenya, the urban drainage system dredging project in Ethiopia and the ADAMA--AWASH--DIREDAWA high grade highway project. At the same time actively cooperate with domestic investment and construction enterprises to jointly explore the international market, for different types of international contractors and owners to provide a full range of whole process comprehensive consulting services.


At present, the branch has five departments: Project Department, Finance Department, market operation Department, general Affairs Department and Human Resources Department. There are more than 50 foreign staff on staff, including various professional engineers of road, structure, geology, hydrology, environment, law and safety.


Ten years of hard work, the branch has been adhering to the principle of excellence, integrity, customer first, repeatedly won the owner and the relevant government departments oral and written recognition, with persistent faith and firm perseverance to establish a good reputation and image of Gretel, for the construction of domestic and foreign roads unremitting efforts.


The main business capabilities and services of the company's international market operation management include:


I. Overseas market research, international project investigation, survey, preliminary design and feasibility study. Including but not limited to: the investigation of specific country market factor resources, such as infrastructure status, national planning, market participants, infrastructure scale and capital sources, relevant laws and regulations and engineering standards and norms, procurement process and market access, infrastructure management system and project management mode, institutional setup and standard contract version. Further, it can investigate road classification, traffic volume and vehicle axle load, quality of road materials, construction equipment and process technology, local labor, materials and equipment conditions and costs; Survey and collection of geological, hydrological and meteorological data for specific countries, regions and projects; Carry out geological exploration, topographic survey, route investigation and scheme comparison and preliminary design for specific projects; Preliminary feasibility study report of the project based on the preliminary design;


Ii. Evaluation and bidding of international engineering construction and consulting projects, including pre-bid evaluation, project screening, site inspection, preparation of evaluation and bidding documents, organizing participation in pre-qualification and bidding; Participate in bid opening, clarification and Q&A, pre-bid negotiation, signing, etc.


Iii. Establishment, operation and management of overseas branch companies: handling all kinds of insurance guarantees, registration and operation of project companies, involving industry and commerce, taxation, labor and immigration departments; Personnel recruitment and mobilization, human resource management, visa, work permit and ID card for Chinese and third party personnel involved in customs, immigration, tax and labor affairs.


Iv. 5. Provide consulting services on major technical and contract management matters of international engineering projects to the owner, investor or contractor, including: design review, project delay, project claim, price adjustment, project change, change of letter of guarantee, project dispute, major special audit report, major process and process demonstration, delivery of completion acceptance inspection and report.


Vi. As a third party partner of the OPBRC project contractor, jointly participate in the bidding of special projects as an independent designer or consultant.


Vii. Provide project owners with preliminary design, project feasibility study, design review, project construction and supervision tender document preparation, assist owners in bidding and other pre-construction services.


8. Provide all kinds of whole-process project management and supervision consulting services: DB project whole-process construction supervision, defect maintenance period and quality assurance period supervision consulting services, OPRC and BOT project design and construction, defect liability period, operation and maintenance whole-process supervision consulting services.


Ix. Provide owners with construction, operation management and maintenance services of road asset management system.


X. Provide the owners with consultation and training related to organizational structure setting, functional division, functional construction, department and management personnel ability improvement of national traffic engineering management functional departments.




12. Review the contents of the existing national design, construction and test specifications, organize argumentation, and provide suggestions for modification and adjustment.


13. Demonstration of major foreign-related scientific research and technology development projects, negotiation of technology introduction and cooperative development contracts, drafting and signing of cooperation agreements and business contracts.


14. Other foreign-related engineering design, testing and supervision consulting services, such as the review and evaluation of engineering design drawings and process schemes, project acceptance inspection and project cost settlement review, project specific and overall evaluation, etc.
